No. The behavior persists in both the stable (1.11.x) and feature
(1.12.x) branches.

See TODO item 105:

105. cvs should have administrative tools to allow for changing permissions
     and modes and what not.  In particular, this would make cvs a
     more attractive alternative to rdist.
