We generally always recommend the latest stable or feature CVS
download, which would currently be 1.11.17 or 1.12.9 from
ccvs.cvshome.org.

VMS does not get a lot of testing, so you may have to patch just about
any release you download slightly to get it to compile.  If you do get
it to compile, please send us the patch so that we may fix any
problems with the next realease.
