Minor bug in the Per Cederqvist manual

My officemate discovered a minor bug in the Per Cederqvist documentation.
The manual lists the precedence of the environment variables that choose
which editor to start for checkin as: $CVSEDITOR, $EDITOR, $VISUAL, whereas
testing and looking at the source leads us to conclude that the actual
precedence is: $CVSEDITOR, $VISUAL, $EDITOR. 

Thanks for this great manual.  I don't believe there is an open-source
application out there that comes with finer documentation.
