Mozilla will not build without some of these files, that
was the reason I stumpled upon this. 
Will try to report this upstream.

They are actually quite useful if you plan to have your
own CVS :-) 
I wonder what was the reason to implement -I !
with this strange semantic in the first place.
Almost all Makefiles offer a distclean...
