Actually, Ant works like `make', using timestamps.  The original
reporter said, "The default behavior of applying the current time (when
the update is requested) to updated files is good for building a project
with make/Ant, but not so good for documents and other special cases." 
This refers to no use-case I can make sense of, since "documents" is too
general to mean anything here and "other special cases" is not defined.

I think I would still rather stay out of the permissions world if
possible.  I believe the cvs-acls script distributed in CVS's contrib
already allows this sort of configurable behavior if an admin wants it?
