Windows CVS 1.12.12.1 Latest + Patch - "version" Command Hangs

The "cvs version" command hangs.  The "cvs.exe" process is keeping a
dual CPU system 50% busy which implies a loop that's interruptable.

The "cvs -v" command seems OK.

H:\cvs-1.12-wip>windebug\cvs -tn version

  -> main loop with CVSROOT=/cvsroot/cvs
