Windows CVS Latest + Patch - "version" Command Hangs

Subject: Windows CVS Latest + Patch - "version" Command Hangs

The "cvs version" command hangs.  The "cvs.exe" process is keeping a
dual CPU system 50% busy which implies a loop that's interruptable.

The "cvs -v" command seems OK.

H:\cvs-1.12-wip>windebug\cvs -tn version
  -> main: Session ID is 7104333399f0029
  -> main loop with CVSROOT=/cvsroot/cvs

Server:   -> open_connection_to_server
