Follow-up Comment #4, patch #4573 (project cvs):

The behavior implemented in this patch is something an organization could
reasonably want. It is usually not practical, especially with a large and
diverse development team, to impose a disciplined use of cvs command options
across the entire team. Mistakes will happen. It would be much more desirable
to implement the desired behavior in the server.

This patch, as delivered, changes the default behavior of the CVS server, and
provides a config option to restore the old behavior. If that were reversed;
i.e., the default behavior remained the same, and a config option was
provided to enable the new behavior, would you be more amenable to accepting
the patch?
