[patch #4446] Set execute bits on file via `cvs admin'

Follow-up Comment #10, patch #4446 (project cvs):

Submitted revised patch, with the umask taken out.
The execute bits now are just combined with the file's existing permissions.
The behavior of --execute / --no-execute won't be affected by the umask
anymore.
