How about https://gna.org/userguide/? :)
(admittedly it doesn't include a section on voting)

[Savane] also features a voting system, inspired by bugzilla voting
system: every savane user get 100 votes he can use to vote for items
he'd like to be fixed in priority. Indeed, it has no direct effect on
project management, projects can choose to ignore votes or even to
disallow votes (since the vote field is a configurable field, as most
fields of the trackers).

Anyway you would probably get a more precise answer asking
savane-help@gna.org :)
