Yup. E-mail to bug-cvs@gnu.org goes to bug-cvs@nongnu.org (which is the
right e-mail address to use).

If you want to be sure it is not lost, you could also open a bug report
on

  https://savannah.nongnu.org/bugs/?group=cvs

click on 'Bugs' and then 'Submit a bug' be sure to include useful
information like the processor, operating system, version of cvs, method
being used to communicate to the server (i.e., :local:, :ext:,
:pserver:, etc.) as well as the exact command you are using and the
output you are getting and why you believe that output is a bug.

Be advised that for 'cvs admin' commands, membership in the cvsadmin
group and or UserAdminOptions setting in the CVSROOT/config file. (For
your 'cvs admin' bug report you may wish to include the UserAdminOptions
being used.)
