cvs add file giving error

Hi,
when i am adding txt file in cvs then it is giving error.
cvs add -kb -- abc.txt (in directory C:\cvsrepo\test\testproj\)
cvs add: in directory .:
cvs [add aborted]: CVS directory without administration files present.
Cannot continue until this directory is deleted or renamed.
What is this problem and how can i solve this problem.
