It means that the CVS directory in your checked out tree is missing, or
that it is missing one or more of the 'Root' 'Repository' or 'Entries'
files which contains the meta information needed for CVS to remember
what is in your checked out tree.

This sounds like your cvs repository rather than a checked out tree.

You should NOT be inside of your cvs repository when you do a cvs
checkout.
