Yes, inside a private network (e.g. VPN) this makes sense. Nowadays on
many OSes you find ssh preinstalled just like ssh. But if the client or
the server is an old Solaris or HP-UX box, it's easier to use rsh than ssh,
since you don't have to install an extra package for it.

But generally I agree that "ssh" is the better default nowadays than "rsh".
