tiny patch to build cvs 1.11.23 on Windows

I just pulled cvs with the tag cvs1-11-23 and tried to build it on Windows.
The build failed in the lib directory due to a "missing" header file: error.h
That files lives in the "src" directory adjacent to lib.
The problem appears to be that there was no "-I ../src" in the compiler flags.
So, I added it, and then the build ran to completion.  The patch to
lib/libcvs.mak is attached.
