You don't mention where you were looking, and what 'article' you refer
to.
You probably looked in the wrong place.
Try this directory:
http://download.savannah.gnu.org/releases/cvs/source/feature/1.12.13/
file cvs-1.12.13.tar.gz has the source code.
file cederqvist-1.12.13.pdf is the manual
(you can also try http://ximbiot.com/cvs/manual/cvs-1.12.13/cvs.html)
