I don't think anyone has attempted to port CVS to any of the EBCDIC
operating systems, but I could be wrong.

You may wish to try to run the sanity tests to see where trouble arises.
If you are building from sources use 'make check' to do the testing.

Use the source.
fwiw: There are java clients for CVS (jCVS and smartcvs to name a few),
you might find it possible to use one of those clients even if the
vanilla CVS client has problems.
