Once we do checkout, the session hangs and nothing happens:

export CVSROOT=:ext:j9build@ottcvs1.ottawa.com:/home/cvs/VM-Tools 
export CVS_RSH=ssh    
cvs checkout -l j9.offload.benchmarks/zos_390-31_offload

THE CVS manual is:

but they don't tell how to build on z/OS... if you have a reasonably normal 
build chain available you probably can get the source and follow the 
"Installation:" section of the README file

does the test in the following email give you similar results?

if so then the script at the end of this email MIGHT be of use to you.

or getting CVS 1.12.13 or CVS 1.11.22
Though I don't see a comment for it being fixed in 11.22 or 11.23
or even in 12.13
