Todd Thank you for the response and our problems is following:

Once we do checkout, the session hangs and nothing happens:

export CVSROOT=:ext:j9build@ottcvs1.ottawa.com:/home/cvs/VM-Tools 
export CVS_RSH=ssh    
cvs checkout -l j9.offload.benchmarks/zos_390-31_offload

THE CVS manual is:

but they don't tell how to build on z/OS... if you have a reasonably normal 
build chain available you probably can get the source and follow the 
"Installation:" section of the README file
