make check fails on hp-ux 11.11

HI,
I am trying to compile CVS 1.12.13 downloaded from
http://ftp.gnu.org/non-gnu/cvs/source/feature/1.12.13/cvs-1.12.13.tar.gz
There are the steps I follow
root@icestar:/tmp/cvs-1.12.13#<mailto:root@icestar:/tmp/cvs-1.12.13#>
./configure --without-gssapi
root@icestar:/tmp/cvs-1.12.13# make
root@icestar:/tmp/cvs-1.12.13# make check
....
....
gcc -g -O2 -Lno/lib -o getdate getdate-error.o getdate-getdate.o
getdate-progname.o libcvs.a /usr/local/lib/libintl.sl -L/usr/local/lib
/usr/local/lib/libiconv.sl -lnsl -lsec
make check-TESTS
FAIL: getdate-2
