Thank you for the quick response.  That was the first thing that I checked too 
- there is no cvsignore in $CVSROOT/CVSROOT, nor is there a ~/.cvsignore, or 
any .cvsignore in directories, and $CVSIGNORE is not set.

I have been using CVS for years, and have never run into such a thing before.
