found fixes the issue...

If it does I would suggest noting that in a follow-up comment in the ticket, so 
folks are aware of a 'working' patch.

Of course, seeing as I have not been using CVS for a bit I don't have a CVS 
baseline ready to test.

Details:

I faced the same issue mentioned in below link  - update command change 
behavior in CVS version 1.11.23 , with earlier version 1.11.22 we don’t face 
the issue.
