Bug: touch

- the following command does not work properly

$ touch 11111111
touch: file arguments missing
Try `touch --help' for more information.

- the following command is OK

$ touch ./11111111

- system info

$ uname -a
Linux jewel 2.2.15 #1 Sat Jun 3 02:39:56 PDT 2000 i686 unknown
