That's the right place to send it.

The bug that you refer to has been fixed in the latest official
fileutils version (version 4.1, dated May 2001).  Perhaps that's why
you didn't get a reply from the maintainer.

4.0x is an experimental version of fileutils dated July 2000.  See:
