What version of ls are you using? (use `ls --version')
What locale are you using? (LC_ALL, LANG environment setting)
I suspect you're not using the latest:

  ftp://alpha.gnu.org/gnu/fetish/coreutils-4.5.3.tar.gz

With that, I get this:

  $ ls -og --full-time README
  -rw-r--r--    1     4668 2002-09-02 09:52:08.000000000 +0200 README
