Hi,

Please, fix missing copyright and license notice of following sed scripts.

po/boldquot.sed
po/en@boldquot.header
po/en@quot.header
po/quot.sed

As running `autoreconf -fi` the files above are always placed in my project.
This is why I had to mention them in .gitignore.

This issue is still not fixed as of version 0.20.1 of gettext.
