While it is true that the submitter, in the end, must invest the time
to provide a high quality patch if they want it to be accepted, they don't
need to do this investment before the first submission.
It is perfectly OK to write a first mail with a very unpolished patch
(or even just a bare informal proposal), to see whether it has chances
of being accepted upstream.
