preloadable_libintl but no libintl

Hi Everyone,

Forgive my ignorance...

I dropped the --with-included-XXX from my GetText recipes. I want
GetText artifacts built from the tarball. I don't want GetText using
the system warez.

Since dropping --with-included-XXX libintl has gone missing. The
preload is still being produced, but not libintl:

    $ ls ~/ok2delete/gettext-test/lib | grep intl
    preloadable_libintl.so
    $

When is libintl supposed to be produced?
