Follow-up Comment #2:
This set of commands works for me, in gettext-0.21:
./configure --without-emacs --disable-java --disable-native-java
--disable-libasprintf --disable-csharp --with-included-glib
--with-included-libcroco --with-included-libunistring
make
And it produces a gettext-tools/libgettextpo/.libs/libgettextpo.dylib that
contains the symbols _libgettextpo_u8_mbtouc_aux and
_libgettextpo_u8_mbtouc_unsafe_aux.
