[bug #59658] xgettext and msginit output isn't reproducible

Follow-up Comment #11, bug #59658 (project gettext):

I agree a meaningful date is better than no date at all, and no date at all is
better than a meaningless date, and a meaningless date is better than leaking
the build date into a published artifact.

I understand finding the 'right' way to include a meaningful date can be
difficult. I can see how the previously-mentioned improvement of omitting the
PO-Revision-Date from the output of "msginit --no-translator" could be
considered a workaround rather than a fix of the root cause. Perhaps it's
still worth considering, though, if a fix for the root cause is not on the
horizon?

It would fix some real-world scenario's - for example the RC1 release of the
upcoming grub 2.12 is currently not reproducible, and this change would fix
that: I can confirm "0001-msginit-Do-not-use-POT-Creation-Date.patch" already
attached to this issue makes grub reproducible for me again.
