In contrast to gettext-0.21.1, libintl.la is not being installed. I
traced it down to the following change in
gettext-runtime/intl/configure.ac:

+dnl Set preferences for the gnulib module 'relocatable-lib-lgpl':
+dnl Enable relocatability unconditionally.
+enable_relocatable=yes

It seems that there is no way to disable-relocatable for libintl any longer. I
am wondering about the reason for this change. The other gettext libraries do
install .la files when you do not
enable-relocatable.
