Xhosa (xh_ZA) locale definition

Hi,

Attached please find a locale definition for Xhosa.  I based it on the 
Luganda one.  All seems correct.  I'm not sure if I've missed anything 
on the charset front - Xhosa uses the normal 26 letter latin alphabet.
