gnats : Support for new ppc64le arch.

Hi 

We are adding support for new ppc64le (IBM powerPC Little Endian)
architecture as part of which we are looking at all the packages that
need update.
I was looking at gnats-4.1.0 and found that the package has the outdated
config.guess.

I noticed one interesting thing that even though gnats-4.1.0 does have
outdated config.guess(config.guess without ppc64le support), I was able
to build it on ppc64le machine.
I guess this is because configure script available in the package does
not use the config.guess file. If you have any idea why this is
happening , it will be great if you can share with us.

Even gnats-4.1.0(tar) with outdated config.guess is building
successfully on ppc64le, there is no harm to have updated config.guess.

Latest config.guess with ppc64le support is available at :

Would it be possible for you to spin up a newer version of "gnats" with
latest config.guess ?
Alternatively, if you want us to send a patch to config.guess, we can do
so too.
 

I can help to validate the new release tarball of the "ffe" works well
by compiling on ppc64le machine.
