Perhaps we should establish specific catagories of references. In
general, we could have two sorts of references, "hard" and "soft". A hard
reference would be a link to other material maintained as part of the
GNUPedia project. This should, barring every available GNUPedia server
going down at once, always be available. A soft reference would be a link
to any material not inclusive to the GNUPedia.
Hard and soft refs should be distinguishable at sight. This way, we
can at least have a clear policy that reduces confusion over
broken/missing/whatever links.
