I don't think you need anything so complex. Let's just accept that
there are many different dialects (as does the Oxford English
Dictionary these days): British English, American English, Australian
English.
Actually, isn't 'language' is one of the tags missing from our XML DTD?
Language is also a major issue in terms of peer review, editing, and
presentation of content (e.g not all languages read from right to left,
or indeed horizontally...)
We also need a way to link multiple translations of the same entry
together (more XML tags?)
