I think that the initial parts of my moderation idea
(http://redrival.com/btifaq/mod.htm) should be the way to go.
We should require authors to submit a GPG public key to an
author server, and that the author should have to sign the article.
We could also offer proxy groups that could be used to post
articles to the encyclopedia without having to sign it (the proxy
group would sign it).
I think that submission should be made by
1) The author creating an article in whatever format(s) we accept
2) The author should then gpg sign it (or not if they are going to
send it via a proxy group).
3) Then compress the file(s) (using pkzip/gzip, this would make it
easier to handle multiple files)
4) Send them to the central server either by web or by email.
