We might try putting such articles into Freenet (or use Freenet as a
``backup'' repository)...

This is quite similar to Freenet; we could alternatively use their
code and change it to suit our backend needs. Using Freenet's methods
would mean that mirror sites wouldn't (and couldn't) know what is
stored on them, so it would be impossible for a German mirror to be
shut down for publishing ``illegal'' content...
