There are two problems with that:

1) Some of the solutions to handling content issues are (possibly) best
handled within the GNE architecture itself, so we need to handle those
issues now.

2) My experience of handling submitted material on a case-by-case basis
is that you get an unstable pigs ear of a system, with the rules never
stablizing, and with a significant lack of consistency in handling the
material.

It really is necessary to get the policies in place first. They do
after all form the requirements of the software.
