Original Submission:  when attempting to change the tagging method on windows I 
get the following error:

unable to rename "/cygdrive/c/src/test/{arch}/,,tagging-method" to "/cygdrive/c/

src/test/{arch}/=tagging-method" (Permission denied)

PANIC: I/O error
