Summary: inventory tags are not "upgradeable"

Original Submission:

It would be immensely helpful to users as they gain experience with arch to be
able to "upgrade" an inventory tag from names to explict, or from names to
implicit, or from explicit to implicit.

This way, no big and long-term impact decisions need to be made at the outset
of version controlling a particular file, before the user has the experience to
know what he's going to want with respect to inventory tags. The appropriate
type of id tag can be used for that particular moment, and the decision does
not become permanent.
