    Update the help string for catcfg

catcfg help string refers to configs/$NAME and does not mention the fact that 
configs is no longer mandatory. Add this as simply as possible.

address@hidden/tla--sam--1.1--patch-11 must be merged as well, it adds a ./ in 
front of $NAME for consistency.
