Summary: changing tagging method and tla rm'ing files leads to inconsistent
explicit tags
Original Submission: Using explicit, tagging, if a file Foo.in and
.arch-ids/Foo.in.id exist, and are source according to tagging method.
Now, exclude Foo.in in =tagging-method.
tla rm Foo.in, leaving the real file and id file intact.
tla tree-lint thinks everything is ok,
tla what-changed shows Foo.in removed, but not Foo.in.id. A fresh checkout of
that branch now has the .in.id file, but not the .in file, and fails tree-lint.
