Summary:  standard url encondings not supported in archive urls

Original Submission:  It seems that the normal URL encodings are not supported 
on the http archive urls, e.g. this does not work:



> tla register-archive 
> http://www.quackerhead.com/~duff/%7barchive%7d/address@hidden/

webdav error: 404 Not Found



But this does:



> tla register-archive 
> http://www.quackerhead.com/~duff/{archive}/address@hidden/

Registering archive: address@hidden



I'm using the nightly Debian snapshots of tla.
