Summary:  tla import fails when no achive created, please create it then.

Original Submission:  I did a tla import only to get a message saying that the 
tree was locked.
The report was not really what happened; I made a typo between the naming of 
tla archive-setup and tla init-tree.

I want to suggest that the archive-setup be implicitly done on an import to 
avoid this problem.
