Summary:  check the inode signature in library revisions before use.

Original Submission:  address@hidden/tla--devo--1.1 patchs 27 through 31 
implement verification of hardlink librarycontents, via the presumptively 
accurate inode signature. the ctime field has been removed from the inode 
signature as part of this process - because hardlinking updates the ctime 
field. 



Tom, I'm happy with this, and have merged into 
address@hidden/tla--integration--1.1--patch-23.   patch-24 will bring in the 
hardlink stuff from pau.
