Summary:  --in-place . should check to make sure we're in-tree

Original Submission:  

invoking, for example, replay --in-place . outside of a tree ends up reporting 
a less-than-optimal 



Error during call to `vu_chdir' for  (No such file or directory)

PANIC: I/O error



A check for tree-root would allow a more useful error message in this case.
