Summary:  Use Cache-Control: max-age=0 when accessing .listing

Original Submission:  When accessing a remote archive over plain HTTP, arch 
should insert the header

  Cache-Control: max-age=0

in case the remote file changes. (Unlike the related Cache-Control: no-cache, 
this doesn't prevent .listing files from being cached, it merely requests that 
the cached version's date be compared with the one on the server.)

This should not be needed for WebDAV (PROPFIND is not cachable).
