I also think it should instead say something like:

 1- That the bug report will be posted to the bug-gnu-emacs@gnu.org
 mailing list and the gnu.emacs.bug.  You may want to check the
 archives at [...] to see if your bug has already been reported or
 solved.

I few years ago I posted a question, and posted it again a year later
after having no replies the first time.  I got flamed for not reading
gnu.emacs.bug where my question was answered the first time.  How was
I supposed to guess?
