This is an old version of the Info manual, it's not the one
distriobuted with Emacs. (I'm guessing it's the one from the Texinfo
distribution.)

Yes, there's no index for the Info manual (Emacs 21 adds one). But I
didn't mean to say that you should search info.info with `i'. I meant
to say that, in general, whenever you search for something in an Info
manual, you should try the `i' command first. If you do that, the
importance of `s' will be much less than you described.

It's for compatibility with other GNU packages which use M-s for
similar kind of search command.
