Yes, that seems to be the problem -- all the info files are in the
full tar of the manual on the mirrors, which also includes the texinfo
sources.   Thanks for your help.  As for replacing the
elisp-info.tar.gz files, perhaps that should just be replaced with the
manual for 21.1?
