Hmm, strange.  Well, the good news is that probably few people are
going be bothered by these scroll bar problems.

I do run emacs directly on the O2 box.  The O2 *is* my workstation.
I'll see if I can duplicate the scrollbar problems on some of the
other O2's that are still around at my institute.
