FWIW, the bad behavior can be avoided by setting
term-scroll-show-maximum-output to non-nil, but I still think it is a
bug.
Also, why does term-scroll-show-maximum-output default to nil? As far
as I can see, setting it to t makes ansi-term behave like other
terminal emulators.
